The Senate Speaker,
Considering the Constitution of the Republic of Burundi especially in its articles 163, 192 and 207;
Considering the Internal Regulation of the Senate in its articles 37 and 38;
The Senate, deliberating in its plenary session of September 29, 2020;
Adopts
Article 1:
It is created a Special Committee for follow-up the recommendations issued by the Senate and the collection of the population’s grievances.
Article 2:
In the framework of the Senate’s mission of controlling the government’s action, the Special Committee carries out the following activities:
– Making an inventory sector by sector, of all the recommendations made to the Government during the plenary sessions devoted to the analysis of bills and proposals, to written or oral questions, to approval of nominations or analysis of any other question related to the Senate’s missions.
– Conducting necessary investigations to inquire about the inventory of fixtures of the implementation of those recommendations;
– Distinguishing recommendations which have already been implemented, those which are being implemented and those which are still pending;
– Inquiring from competent authorities about difficulties which hindered the effective implementation of given recommendations;
– Suggesting effective solutions in order not to hinder the continuation of underway activities;
Article 3:
Concerning the mission of the Senate, as far as the representation of the population is concerned, the Special Committee conducts the following activities:
– Receiving and listening to persons with concerns to submit to the Senate and collecting their complaints
– Analyzing those concerns, conducting the visits to the scene and collecting the complementary information, to insure about the veracity of the submitted concerns;
– Suggesting a good orientation, a piece of advice or any other way to bring a solution to a problem that was presented;
Article 4
After each parliamentary session, the Special Committee submits to the Senate Speaker, a report on the inventory of fixtures of its activities, specifying if necessary the difficulties encountered.
Article 5
Members of the Special Committee as well as its bureau are designated by the Senate Bureau.
Article 6
In accordance with article 38 paragraph 6 of the Internal Regulation of the Senate, the Special Committee remains competent until the effective implementation of all recommendations made by the Senate and the proposition of the solution to submitted concerns.
Article 7
The Senate avails to the Special Committee all the needed means for good functioning and smooth conduct of its mission.
Article 8
This resolution comes into force on the day it is signed.
