The year two thousand and twenty-two, on the fifteenth day of June, the senators met in the Senate hemicycle for the ninety-second plenary session of the sixth legislature relating to consider and adopt the organic bill amending the law no1/35 of 04 December 2008 relating to public finances.
The session was chaired by the Speaker of the Senate, Right Honorable Emmanuel SINZOHAGERA. This session began, as usual, with a prayer at 10:32 a.m. and was attended by 37 senators and a government representative, namely the Minister of Finance and Budget, Mr. Domitien NDIHOKUBWAYO.
Opening the session, the Speaker of the Senate first welcomed the honorable senators and then invited the Representative of the Government to present the preamble of this bill.
In his presentation, the Minister underlined that this bill under analysis aims at compliance with the Constitution and the modernization of the management of public finances.
After the Minister’s presentation, the Speaker of the Senate gave the floor to the Chair of the Standing Committee in charge of economic issues, the environment, finance and the budget, Honorable Fabrice NKURUNZIZA, to present the report of the committee which had been seized to analyze the merits of this bill.
After the presentation of the report, the senators expressed themselves within the framework of the general debate for more understanding of the bill under analysis.
To the question to know how the digitalization program will be implemented while in the country there are localities without electricity, the Minister replied that appropriate strategies will be put in place very soon so that all corners of the country can benefit from this new practice on an equal footing.
Regarding the question on supplies and contracts that exceed more than four fiscal years without being paid, the Minister replied that all these irregularities will be corrected with this new law. What we called yesterday budgetary indiscipline will be banned, he said.
Regarding the question about natural disasters which remain unpredictable, the Minister replied that the budget will keep a line reserved for uncertain and unpredictable events.
After all these clarifications, the bill under analysis was submitted to the vote and was adopted unanimously by 39 senators, including 37 present and 2 proxies of the votes cast.
Immediately after the adoption, the program of activities for the period from June 16 to 30, 2022 was analyzed and adopted unanimously by the senators present.
The session, which took place in a climate of total harmony, was closed as usual with a prayer at 1:02 p.m.
