The Senate of Burundi concluded its six-day visits to all the country’s communes, during which discussions focused primarily on decentralization policy and the current laws and regulations governing communal administration.
During these meetings, which began on October 1st and ended on October 10, 2025, the senators were divided into seven teams supported by Senate officials.
Except for the commune Muhuta, where the meeting was postponed indefinitely, each team met with communal councillors, departmental, and district heads.
In each commune, senators reviewed the legislation aimed at strengthening local autonomy, improving public services, and promoting citizen participation.
They also discussed the laws granting the Senate oversight over communal administration.
On this occasion, they listened to the concerns of the participants and gave advice calling on local officials to always be ready to serve the population with loyalty.
The Senate Speaker, Right Honourable Gervais NDIRAKOBUCA, conducted these visits in the communes of Cibitoke, Bubanza, Ntahangwa, Mpanda, Mugina, and Bukinanyana in Bujumbura Province.
He took this opportunity to urge these communal leaders to love one another, combat economic malfeasance, avoid interference in the affairs of others, preserve peace and security, advocate for fair justice, combat malnutrition, prioritize the interests of the people, and so on.
As for the First Deputy Speaker of the Senate, Honourable Générose NGENDANGANYA, who visited the communes of Gitega, Bugendana, Muramvya, Isare, Kiganda, and Gishubi, she took advantage of these discussions to urge local officials to serve the people with humility and remain constantly concerned about their well-being.
Furthermore, Honourable NGENDANGANYA urged them to take ownership of the implementation of Burundi’s vision: “Emerging country by 2040 and a developed one by 2060,” to place the public interest at the centre of their actions, to respect the law, to promote hygiene, to strengthen local autonomy, and many other goals.
During her visits in the communes of Rutana, Makamba, Nyanza, Bururi, and Rumonge, the Second Deputy Speaker of the Senate, Honourable Clotilde KAMPIMBARE, listened to the participants’ grievances and offered advice, urging them to respect the law, draw contour lines, promote children’s education, maintain cleanliness, protect children from drugs, fight against cholera, and so on.
On the sidelines of these meetings with representatives of the population, some senators distributed aid consisting of notebooks to underprivileged schoolchildren in some primary schools.
