Members of the Senate Bureau, along with other senators and some officials from that institution, are participating in a training workshop for parliamentarians and senior parliamentary staff on programme-based budgeting. This three-day workshop, taking place from November 3rd to 5th, 2025, is being held at the Royal Palace Hotel in Mugere Commune, Bujumbura Province.
The opening ceremonies of the workshop were presided over by the Senate Speaker, the Right Honourable Gervais Ndirakobuca. In his address, he stated that program-based budgeting is a planning and management tool designed to build capacity and to monitor and evaluate development programmes.
The Right Honourable Ndirakobuca explained that this approach improves the capacity of public action and brings greater transparency to budget management. The Speaker of the Senate indicated that a thorough understanding of programme-based budgeting is an absolute prerequisite for Burundi’s vision of becoming an emerging country by 2040 and a developed country by 2060.
This training will enable parliamentarians to master and internalize the concepts and principles of programme-based budgeting in order to analyze and vote on the finance law that aligns with the Government’s ambitions.
During these three days, participants will address various themes, including the foundations of the program- based budget approach and implementation process in Burundi; a review of the two budgeting formats; coding, entry, centralization tools and reporting formats.
