On Tuesday, August 22, 2023, the 2nd Deputy Speaker of the Senate, Honourable Fabrice Nkurunziza, held a meeting to evaluate the system of ethnic quotas in the Executive, Legislative and Judiciary, for representatives of the population of Ruyigi, Butezi, Bweru and Butaganzwa communes of Ruyigi province, in accordance with Article 289 of the Constitution.
Honourable Nkurunziza invited participants to give opinions that should contribute to the eradication of ethnic conflicts.
He recalled that the colonizers sowed ethnic divisions among Burundians, which was the origin of the various inter-ethnic massacres perpetrated in the past.
Some participants wanted ethnic quotas to be maintained, as they had been the basis of living together in peace.
Others suggested the abolition of ethnic quotas, proposing that responsibility should be given to people according to their talents.
