The Second Deputy-Speaker of the Senate, Honourable Cyriaque Nshimirimana, accompanied by some parliamentarians elected in the constituency of Cankuzo, met, on Thursday, March 16, 2023, in the city of Cankuzo province, the administrators and communal councilors of this province to discuss their contribution to the development of their administrative entities.
Honourable Cyriaque Nshimirimana, in his remarks, called on the members of the communal councils to make good use of the manual of administrative and financial procedures governing the communes. He urged administrators and communal councilors to contribute to the collection of communal taxes, and to be characterized by frank collaboration.
Responding to the concerns of the participants, the 2nd Deputy –Speaker of the Senate reassured them that the Senate will contribute to the organization of training for all communal councilors on the programme budget.
He expressed the need, before the end of 2024, to raise awareness among those who would like to be elected to communal positions, in particular on their assigned missions.
The Second Deputy Speaker of the Upper House of the Parliament invited the members of the communal councils to contribute to the implementation of the requirements of article 289 of the Constitution of the Republic of Burundi, which asks the Senate to evaluate whether it is time to put an end to the system of ethnic quotas in Burundi or not. In this regard, he invited Burundian citizens to preserve unity and social cohesion.
The other concerns submitted by the participants at this meeting are the limited resources allocated to the projects to be carried out, the fact of residing far from their communes for some of them, as well as the service advantages which they consider insufficient.
