On September 7 and 8, 2023, with a view to collecting the opinions of the population on the evaluation of the ethnic quota system in the Executive, the Legislative and the Judiciary as stipulated in article 289 of the Constitution of the Republic of Burundi , the Senate Speaker, Right Honourable Emmanuel Sinzohagera, held meetings, one in the commune Kiremba for representatives of the populations of Kiremba, Marangara, Nyamurenza and Tangara communes of Ngozi province and the other with at the chief-town of the commune of Ngozi with the representatives of the population of Ngozi, Ruhororo, Gashikanwa, Mwumba and Busiga communes of this province.
During their interventions, some of these representatives of the population suggested the removal of ethnic quotas in the Constitution while another part opted for its extension.
Shortly before the end of the meeting held in Masanganzira in Kiremba commune, Right Honourable Emmanuel Sinzohagera listened to the grievances of the population of Kiremba, Marangara, Ntega and Nyamurenza communes. The concerns expressed were related to the lack of water and electricity, the urban development of Masanganzira locality, the lack of fuel stations, the problem of land conflicts, the insufficiency of seeds and agricultural manure, etc.
As for the meetings held by the First and Second Deputy Speakers of the Senate, respectively Honorables Dénise Ndadaye and Fabrice Nkurunziza, in Kirundo and Muyinga provinces (Butihinda, Gashoho and Giteranyi communes on September 7) with representatives of the population of the communes of these provinces on the aforementioned dates, those who took part in these meetings also took the same position as those of the province Ngozi.
