In accordance with article 168, paragraph 4 of the Constitution of the Republic of Burundi, at the Palais des Congrès in Kigobe, under the auspices of the Speaker of the National Assembly, Right Honorable Daniel Gélase Ndabirabe and Speaker of the Senate, Right Honorable Emmanuel Sinzohagera , parliamentarians met, in congress, Monday October 2, 2023, to follow the implementation report of the Government Action Plan for the 2nd semester presented by the Prime Minister, Mr. Gervais Ndirakobuca.
During his presentation, Mr. Gervais Ndirakobuca specified that the report indicates the implementation of the actions programmed in the Government’s annual plan during the second half of the year (January-June) for the 2022-2023 financial year. He also indicated that the actions of the second half did not reach the implementation rate of 100% except for the Ministry of EAC and that the average overall rate of achievement of the actions included in the Government plan for the financial year 2023 budget amounted to 86.77% for an overall average budgetary consumption rate of 82.12%.
After the presentation of the report, the parliamentarians raised their concerns where they wanted to know if the harvest in agriculture corresponds to the means used by the Government, particularly with regard to fertilizers and the destination of the costs which were allocated to the development of laws. Moreover, they suggested the revision of the contracts which were signed, but which did not generate any benefit for Burundi, and many others.
