

On Saturday, November 15, 2025, the Second Deputy-Speaker of the Senate, Honourable Clotilde Kampimbare, returned from a work mission to the Republic of Uganda, where she participated in the 20th meeting of the Bureau of the EAC Speakers held on November 14, 2025.
Speaking to the media, Honourable Clotilde Kampimbare indicated that during this meeting, participants discussed the progress of the implementation of recommendations from the previous meeting, held in the United Republic of Tanzania in May 2025, and the preparations for the 15th Inter-Parliamentary Games of the East African Community, which will take place in Uganda from December 5 to 16 of this year. In this regard, she indicated that preparations are well underway, as the National Assembly of this country is currently organizing the tournament. Consequently, the other parliaments of this Community have been asked to confirm their participation by submitting their lists of participants before November 21, 2025.
During this meeting, participants also noted that the EALA is facing budgetary constraints which prevent it from fully carrying out its missions, as some countries are not regularly paying their dues. In response to this issue, the Speakers of Parliaments, in their respective countries, were urged to advocate for the payment of these arrears.
The East African Legislative Assembly (EALA) was called upon to support the sustainable financing mechanism. Following the shortcomings observed in the legal framework governing the meeting of Speakers of Parliaments of the Community, they requested that the EALA follow up to ensure amendments were made. Consequently, they established a technical committee of legal experts from the parliaments of the Community’s member states to draft these amendments. It was decided that this draft amendment would be reviewed again by this body in May 2026.
On this occasion, the participants analyzed the proposed creation of Parliamentary Leadership Hubs within national parliaments and also conducted the handover ceremony between the outgoing Speaker of the Bureau and the incoming Speaker, the Speaker of the National Assembly of Somalia. It should be noted that the next meeting of this body will be held in May 2026, in Somalia.
