SUMMARY REPORT OF THE EXTRAORDINARY PLENARY SESSION OF JULY 25, 2023

The year two thousand and twenty-three, on the twenty-fifth day of July, senators met in the Senate hemicycle in Gitega for the 147^th plenary session of the sixth legislature to approve the proposed magistrate candidates appointment to various judicial offices.

The session was directed by Right Honourable Speaker of the Senate, Emmanuel SINZOHAGARA. This session was attended by 36 senators and a Government Representative, Mrs. Domine BANYANKIMBONA, Minister of Justice. It began as usual with a prayer at 9:45 a.m.

Opening the session, the Speaker of the Senate first welcomed the Honourable senators and the Minister delegated by the Government, and then read the letter from the President of the Republic convening the extraordinary session. He then invited the representative of the Government to present the curricula vitae of the candidates.

At the end of the presentation of the candidates’ CVs, the Honourable senators voted.

The candidate for the post of Attorney General of the Republic was:

Mr MANIRAKIZA Leonard.

The candidates for the post of judge of the Supreme Court were:

1. Madame BARAGENGANA Modeste;

2. Mrs BIZIMANA Clotilde;

3. Mrs KANEZA Clarisse;

4. Mr HAVYARIMANA Laurent;

5. Mrs HABONIMANA Josiane;

6. Mr NTUKAMAZINA Thomas;

7. Mr NKUNDWANIMANA Alexis;

8. Mr NSHIMIRIMANA Déo. 

Results of the vote were as follows: the candidate for the post of Attorney General of the Republic of Burundi was approved by a majority of 38 senators out of 39 among whom 35 present, 3 proxies and one abstention, while the 8 candidates for the post of judge to the Supreme Court were unanimously approved by the 39 voting senators.

In terms of communications, the President of the session invited all Honourable senators to participate in the activities of the official launch of the evaluation of Article 289 of the Constitution of the Republic of Burundi scheduled for July 31 in Gitega. He also proposed social assistance for the senators who are in intensive care inside and outside the country.

The session, which took place in a climate of total understanding, ended at 10:40 a.m.
