During the parliamentary recess in March, the Speaker of the Senate, Right Honourable Emmanuel Sinzohagera, continued his tour in the provinces of Bubanza and Cibitoke, respectively on March 15 and 16, where he met the communal councilors of all the communes of these provinces to know their problems in order to resolve them.
Among the challenges raised by these communal councilors are the lack of means to carry out certain village projects; the lack of mastery of the laws which govern them; some village chiefs who do not collaborate properly; certain decisions taken during the meetings but which are not carried out; insufficient attendance fees, which causes difficulties in carrying out certain activities; and the lack of transparency in the management of public affairs.
In view of these concerns, the Speaker of the Senate asked the participants in this meeting to organize visits to their villages to identify the needs of the population and urged them to show sacrifice to be good servants.
The Right Honourable Sinzohagera also challenged them to preserve Burundian customs.
Furthermore, given that the Senate has the Constitutional mission to assess whether or not it is necessary to maintain ethnic quotas in various sectors, the Senate Speaker invited the municipal councilors to explain the spirit of this initiative which aims at favouring merit to the detriment of ethnic affiliations during the various appointments to certain positions of responsibility.
