On Thursday, January 28, 2021, the Senate Speaker, Right Honorable Emmanuel SINZOHAGERA, accompanied by his Second Deputy-Speaker, Honorable Cyriaque NSHIMIRIMANA and another senator elected in the Ruyigi constituency, made a consecutive visit to Butaganzwa and Kinyinya communes of that province where he met local representatives, social actors and representatives of religious denominations.
In those two communes, their discussions focused on development, the social and security situation.
In his remarks, Right Honorable SINZOHAGERA, first of all, offered them the best wishes for the New Year 2021, and congratulated all those who were elected in 2020.
On the same occasion, he called on them to eradicate the practice of illegitimate marriages because they constitute the source of insecurity, while stressing that when families break up, the whole country suffers the consequences.
The Speaker of the Upper House of Parliament called on the people of Butaganzwa to avoid land disputes. To that end, he said that the hill courts will soon be set up at the village level so that land disputes could be dealt with at the grassroots level in the presence of real witnesses close to the parties in conflict.
Regarding the cases of murders perpetrated at the place of those suspected of witchcraft, Right Honorable SINZOHAGERA invited the administrative authorities to hold meetings to the population to raise awareness to abandon all occult practices. In that regard, he urged the inhabitants of that locality to ban popular justice.
The Senate Speaker asked those administrative authorities to sensitize the population on the importance of continuing to get on with development activities and to work collectively to promote community cooperatives.
In order to protect crops and prevent certain speculations relating to them, the Senate Speaker welcomed the Government’s decision to buy the corn crops which are expected to be abundant.
In addition, he asked administrative authorities to inquire about the nature of the crops that are abundant according to the communes of Ruyigi province for their rational management and sell of the surplus.
Among the advice given to the population of that locality, Right Honorable SINZOHAGERA particularly insisted on the fight against fraud and the protection of the environment by planting herbs that live in symbiosis with crops, digging contour lines and destruction of eucalyptus trees near water sources.
The Senate Speaker sensitized the population of Butaganzwa commune to build the offices of chiefs of villages so that they could have a well-known fixed service address. To the chiefs of villages, he called on them to serve the population without distinction and reminded them that their role is crucial in the development of communes.
At the end of his message, Right Honorable SINZOHAGERA asked the population to continue to prevent themselves against the Covid-19 pandemic by respecting the barrier measures prescribed by health authorities and to go to health structures in case you have symptoms of that pandemic.
During their speeches, participants in those meetings raised issues relating to agriculture and the lack of electricity.
In Kinyinya commune, Right Honorable SINZOHAGERA sent a similar message as in Butaganzwa to representatives of the population.
He also asked the administrative authorities to appeal to young people of that locality not to go to Tanzania to do field work but rather use their strength to develop their native commune.
