On Tuesday, September 08, 2020, the Second Deputy Speaker of the Senate, Honorable Cyriaque NSHIMIRIMANA, opened the work of a capacity building workshop in law-making techniques for new senators, in the Senate’s plenary session room.
In his speech, Honorable NSHIMIRIMANA indicated that workshop is more than necessary for senators to be able to analyze and vote on the bills that will be sent to them by the Government or to initiate bills without ambiguity. He added that the participants will be informed about the legal concept, and will learn how to write down a normative text and will be able to differentiate the normative texts and to prioritize them.
The Second Deputy Speaker of the Senate ended his speech by indicating that the training in law-making techniques in the first days of the new legislature is a very important impetus for senators, since it is a way of equipping and strengthen them in knowledge relating to the control of constitutionality which is a sine qua non condition in voting a law.
