On Wednesday, November 5, 2025, at the Royal Palace Hotel in Mugere commune, Bujumbura province, the Parliament concluded a three-day training workshop organized for parliamentarians and some parliamentary staff on programme- based budgeting.
This workshop was related to results-based budgeting, a programme budget reform marked by profound changes which require an irreversible shift of practices regarding the forecasting and management of public expenditure.
During the discussions, the Speaker of the Senate, the Right Honourable Gervais Ndirakobuca, invited parliamentarians to cooperate with administrators and communal councillors to recover funds lost through unexecuted public contracts.
The participants in this workshop took the opportunity to recommend that the Government provide the Ministry of Finance with software capable of efficiently managing the annual work plans and budgets (AWPBs) of the various ministries and public institutions.
During these three days, the workshop was primarily characterized by presentations and discussions among the participants aimed at improving their skills in monitoring government action.
