Following the campaign to evaluate the ethnic quota system in the Executive, Legislative and Judiciary, launched by the Senate on July 31, 2023, in accordance with Article 289 of the Constitution, the 2nd Deputy Speaker of the Senate, Honourable Fabrice Nkurunziza, met the representatives of the population of all the communes of Bururi province, this Thursday, August 24, 2023.
Honourable Fabrice Nkurunziza, in his message, recalled that the colonial administration played a major role in creating divisions among Burundians, which resulted in the inter-ethnic massacres of the years 1965, 1969, 1972, 1988 and 1993.
He also recalled that initiatives to bring peace have been implemented, in this case the Arusha Peace Accords of 2001.
During their interventions, some participants wanted ethnic quotas to be abolished and wished that positions of responsibility should be allocated according to personal skills.
Others have proposed that the ethnic quotas be kept because they contributed to the return to peace with the Arusha Accords.
